The State-Owned Company Avtomagistrali shall Build 134 km of Hemus Motorway
In late December 2018 between Road Infrastructure Agency and Avtomagistrali EAD was concluded a contract for the construction of 134.14 km of Hemus Motorway concerning the section from Boaza road junction to the crossing with road I-5 Ruse – Veliko Tarnovo. The contract was signed pursuant to art. 14, para. 1, item. 6 of the Public Procurement Act, which is applicable to public contracting authorities, such as RIA. The contract value amounts to BGN 1 124 880 000, VAT excluded, and funding is provided from the State budget. The entire amount is available in a special account kept with the Bulgarian National Bank.
Funds from this account may be used only for the implementation of activities related to the construction of this 134 km section of the Hemus Motorway. At this point in time, no payments have been made.
The contract will be sent for information to the Public Procurement Agency /PPA/ within the statutory time-limit of one month from its conclusion. Prior to the date of its signature RIA has received a positive opinion from the PPA.
Avtomagistrali EAD has not concluded any contracts with subcontractors for the construction of these 134.14 km of the Hemus Motorway assigned to it by RIA. The construction of this stretch is divided into 6 sections. The goal is the stretch to be completed by 2023.
Section1 has a length of 15.26 km. It starts from Boaza, where will end the section which is currently under construction, and goes to the crossing with road ІІІ-307 Lukovit – Ugarchin (km 87+800 to km 103+060), including also Dermantsi road junction. The connection to the existing national road network will be implemented through two road junctions – Boaza at km 88 and Dermantsi at km 98.
Section 2 is 19.2 km long. It starts at the end of Dermantsi road junction – at the crossing with road ІІІ-307 Lukovit – Ugarchin, and goes to the connection with road ІІІ-3005 Radovene – Katunets, including Kalenik road junction (from km 103+060 to km 122+260).
Section 3 is with a length of 17.08 km. It will start at the end of Kalenik road junction at the crossing with road ІІІ-3005 Radovene – Katunets and will go to the connection with road ІІ-35 Pleven – Lovech, including also Pleven road junction (from km 122+260 to km 139+340).
Section 4 is 26.8 km long. It is from the end of Pleven road junction at the crossing with road II-35 Pleven – Lovech to the road III-301 Letnitsa – Lovech, including Letnitsa road junction (from km 139+340 to km 166+144.09).
Section 5 is 23.2 km long. It is from the end of Letnitsa road junction at the crossing with road III-301 to the road III-303 Butovo – Pavlikeni, including respectively the road junction (from km 166+144,09 to km 189+344).
Section 6 is 32.6 km long. It starts at the end of the road junction on road III-303 Pavlikeni – Levski and goes to road I-5 Ruse – Veliko Tarnovo, including also the road junction (from km 189+344 to km 222+000).
The technical design of sections 4, 5 and 6 shall be implemented in 2019. The goal is the overall construction of Hemus Motorway within the section going from Boaza to the crossing with road I-5 Ruse – Veliko Tarnovo to be completed until 2023.
For the first time, the Road Infrastructure Agency assigns the implementation of construction and assembly works of an infrastructure project on the grounds of art. 14, para. 1, item 6 of the Public Procurement Act. The Ministry of Regional Development and Public Works is the sole owner of 100% of the capital of Avtomagistrali EAD and the state’s rights in the company are exercised by the Minister of Regional Development and Public Works. RIA is a subdelegate of budgetary funds for the Minister of Regional Development and Public Works.
In recent years, Avtomagistrali EAD has implemented several sites of great public importance, such as tunnels, viaducts, bridges, asphalt and concrete pavements on Hemus, Trakia, Lyulin, Struma and Maritsa Motorways.
The total length of the Hemus Motorway from Sofia to Varna is about 420 km. The sections between Sofia and Yablanitsa and between Belokopitovo and Varna, which are almost 170 km, are already built. Currently another 26 km of the motorway – 9.3 km in the section between Yablanitsa and Boaza, as well as 16.32 km from Buhovtsi road junction to Belokopitovo road junction, are under construction financed with funds from the state budget.
