The Road Infrastructure Agency Received the Prize for Innovation at the 17th Edition of the World GIS Day
The Road Infrastructure Agency received the prize „Development of Innovative Geographic Information System (GIS) for Qualitative Electronic Servicing” at the 17th edition of the World GIS Day in Bulgaria. It was jointly held under the patronage of the Ministry of Transport, Information Technologies and Communications and a number of leading organizations in our country.
The prize was awarded to the Chairman of the Management Board of the Road Infrastructure Agency, eng. Lazar Lazarov, for the project developed by the Agency, related to the introduction of GIS-based electronic administrative services and registers. The business and the citizens will be able to use them from the beginning of 2016.
The Road Infrastructure Agency has GIS available for the national roads for over 15 years. The servicing of the citizens and the business will be significantly improved with the implementation of the innovative project „Provision of GIS-based electronic administrative services upon issuance of permits for citizens and establishment of GIS registers for profit activities”, which is financed under Operational Program „Administrative Capacity” 2007-2013.
The Project includes introduction of electronic administrative services, related to the issuance of a permit for special use of the roads through the establishment and operation of advertising facilities. To the moment, this service is provided by filing an application at the regional road administrations, manual filling of documents and receipt of the permit over again at the Regional Road Administration (RRA), which takes time.
An electronic calculator is developed for the movement of oversized and/or heavy-freight motor vehicles. Using the online calcutor, carriers will be able to quickly calculate the amount of the charge they have to pay for transit along the road network.
Information will be provided as an electronic reference service – in the form of a map of the national roads for which a vignette is needed and for which sections of the road network (urbanized territories and municipal roads) is not required such.
The citizens and the business will have access to 4 electronic registers:
- Register for passportisation of the roadside advertizing facilities;
- Register of the commercial roadside outlets;
- Register of the underground or overground linear facilities – optical cables, gas pipelines, water conduits, etc.;
- Register of loading capacity and overall dimensions of the road structures will provide information about the route, along which the oversized and/or the heavy-freight motor vehicles will be able to pass.
