Ministers Lilyana Pavlova and Ivaylo Moskovski Inspected the Construction of Maritsa Motorway
The Ministers of Regional Development and Public Works, Lilyana Pavlova, of Transport, Information Technologies and Communications, Ivaylo Moskovski, and the Chairman of the Management Board of the Road Infrastructure Agency, eng. Lazar Lazarov, conducted a complete inspection of the route of Maritsa motorway.
They were acquainted on the spot by the contractors of the two road sections – Lot 1 and Lot 2 of Maritsa motorway with the reasons for the delayed implementation of the Project. The reasons for the force majeure circumstances, which imposed the repeated extension of the terms for the implementation of the Project were discussed on the terrain.
Delayed land acquisition procedures, the intensive over-humidification of the soils because of the heavy rainfalls during the passed construction season, the need of additional strengthening of the slopes along the road as well as the appearance of new archeological sites along the motorway were indicated as reasons for the suspension of the construction and the requested extension of the term for the implementation of the Project.
„We discussed new construction schedules together with the contractors and requested assurances that this time the construction will be completed with regard to them. New postponements shall be inadmissible. Otherwise we risk losing the entire financing from the EU about the construction of the motorway,” Lilyana Pavlova commented the results of the inspection.
The Minister of Transport, Ivaylo Moskovski, called the Contractors for complete mobilization of human and technical resources and for moving at fast paces to the finalization of the Project without a compromise for the quality of the construction activities.
The results of the inspection on the spot indicated that Lot 1 of Maritsa motorway was executed at about 65%, and Lot 2 – at about 80%. „This means that with a mild winter and under favorable conditions during the new construction season we may have the overall motorway completed in August,” Pavlova concluded.
The Project „Construction of Maritsa motorway Lot 1 and Lot 2” is cо-financed by the Cohesion Fund of the European Union and the state budget through Operational Program Transport 2007-2013. A total of 65,62 km are being constructed with funds from the Operational Program.
Cooperativa Muratori & Cementisti, C.M.C di Ravenna is the Contractor of Lot 1 – Orizovo – Dimitrovgrad, from 5+000 to 36+400 (in total 31,4 km). The value of the Contract for construction and assembly works is 159 755 613,60 BGN inclusive of VAT. DZZD T7 SNIK shall exercise the construction supervision. Their Contract is for 678 600 BGN inclusive of VAT.
Association Maritsa Highway is the Contractor of Lot 2 – Dimitrovgrad – Harmanli, from km 36+400 to km 70+620 (in total 34,22 km). The value of the Contract for construction and assembly works is 146 564 400,00 BGN inclusive of VAT. DZZD RUTEX – ETE exercises the construction supervision. Their Contract is for 799 200 BGN inclusive of VAT.
The designer supervision over both sections is exercised by Patproject EOOD.
After the visit to the Lots executed under Operational Program Transport the two Ministers performed a check-up also of another section of the motorway – from the 98th to the 108th km. A new right-hand carriageway is executed in this part of the motorway as the traffic passes solely along the left-hand carriageway and it has been in operation for over 35 years.
The financing of these activities is performed with funds from the national budget. PST Holding is the contractor of this section. The builder undertook a commitment before the Ministers that the section should be completed by the month of May 2015 after the provision of the 7 million BGN needed for the completion of the Project. In this manner after the commissioning of the two Lots Maritsa motorway shall be ready along its entire length.
Maritsa motorway is a part of the Pan-European Transport Corridor No IV and of the Trans-European North-South motorway. It shall connect Trakia motorway at roads junction Orizovo with Kapitan Andreevo at the Bulgarian – Turkish border. Maritsa is the main route of traffic in the direction Plovdiv – Border Control Checkpoint Kapitan Andreevo. The road traffic to Greece shall be implemented along it at road junction Novo Selo as well.
