Minister Pavlova: Half of the Work under the Project for Construction of a Bypass Road of Gabrovo is Done
As of today, there is a good progress with regard to the bypass road of Gabrovo in a great part of the works remaining for completion. It is very difficult to determine the exact percentage because the activities are various as to specifics and the progress is calculated in a different manner. We may assume that half of the Project is already completed. This was announced by the Minister of Regional Development and Public Works - Lilyana Pavlova, who together with the Chairman of the Management Board of Road Infrastructure Agency, eng. Lazar Lazarov, inspected the construction of the bypass road of Gabrovo.
The completion of the strcucture is forthcoming, of which the displacement of the power transmission line remains the only more critical moment. The last steps are to be made and the displacement will be performed by the energy distribution company, Pavlova also informed. When this becomes a fact, it will be possible to complete the work on the remaining about 4 km along with the stage connection of the road, she added.
The approach to the future tunnel, which is a part of the bypass road, is almost ready and within up to a few weeks the real excavation of the tunnel will commence. The term for execution will be about 250 days, the Minister announced.
The last third phase remains for execution, for a terrain along the route of which there is still an appeal about and a construction permit may not be issued. Due to this reason, the part of the bridge at Chehlevtsi is not completed and we may not work there, Pavlova also said. The Regional Minister explained that this is another appeal that hinders the Project. It is necessary to wait for the end of the procedure so that a Construction Permit may be issued. I do hope that soon a front for work will be provided there, she added. I expect that after the issuance of the last Construction Permit, during the summer of next year, the bypass road with the structures along it will be fully completed, the Minister declared.
She pointed that none of the complaints concern the expedience of the Project and the bigger part of them is in relation to the amount of the indemnities for the terrains, and there is one which refers to the view of a house.
In answer to a question Lilyana Pavlova informed that the work on the big tunnel under Shipka Peak may commence after financing for it is found. We do not have European funds and this is why we investigate other possibilities, she said and explained that the public-private partnership and the passage to the toll-system, the procedure which is also being appealed at the moment, should be analyzed as such. When it is introduced and we move to a fairer manner for payment, we will have more proceeds into the budget, we will be able to repair more roads and to set aside money for new construction, the Minister pointed out.
