Free Mobile Application LIMA Informs Drivers about Current Road Situation
Everyone will be able to obtain real time information about the current situation along the national roads from the new free mobile application LIMA, which can be downloaded from lima.api.bg.
The innovative technology was presented today by the Minister of Regional Development and Public Works, Lilyana Pavlova, the Chairman of the Management Board of the Road Infrastructure Agency, eng. Lazar Lazarov, and the developer of the software product Decart LTD. The application is free of charge and can be used on mobile phones and tablets under operating systems Android, IOS and Windows Mobile, personal or portable computers with web browser at internet address lima.api.bg. An approval from Apple is also expected.
The new software is a part of the measures of the Ministry of Regional Development and Public Works and Road Infrastructure Agency for the introduction of innovations and improvement of the road safety, Minister Pavlova emphasized. She explained that the software developed in conformity with a project of the Agency and financed by funds of Operational Program Technical Assistance will provide real time information about the condition of the roads, about whether there are sections closed for repairs or because of incidents, about the condition of the roads during the winter season and so on.
We already have an interactive database and coherence between the Ministry of Regional Development and Public Works, Road Infrastructure Agency, the regional road administrations and the citizens on the territory of the entire country, Pavlova said and added that the system contains information both as regards the national roads with a total length of 20 000 km and for another 20 000 km of municipal network. In this manner the database will provide access to information about all the 40 000 km of roads, the Minister pointed out.
The system is 100% users oriented, the Minister indicated and announced that so far the citizens have been signaling about problems along the road infrastructure to the Ministry over the telephone, electronic mail, the social networks as well as to the Situational Center of Road Infrastructure Agency on the 24-hours telephone number 0700 130 20. According to the Minister one of the most significant advantages of the software is that it can render assistance for saving human lives. It was developed in such a manner that if a car is overturned, it would automatically send a signal to the Situational Center of Road Infrastructure Agency which will transfer the signal to telephone 112, she explained. The Minister announced that the next step in the development of the system will be the provision of a connection between the system itself and the system of the Еmergency Мedical Аid as part of the reform in the health care.
If we manage to save even one human life with the new software, this will be a success, eng. Lazar Lazarov said. He turned to the users asking them to reduce the false alerts to a minimum aimed at the execution of efficient work.
Minister Pavlova thanked the team which developed the software and stated that the biggest advantage of the application is that in event of intensive traffic along the roads and traffic jams formed, information will be automatically provided about the time which will be needed for passing along the specific section and what the bypass routes are. This information is of great significance so that people could plan their journey, the Minister emphasized.
The application is an active map of the national road network which reflects the real situation along the motorways and the roads of the first, second and third class, in the individual regions and throughout the entire country. It provides the drivers of various kinds of motor vehicles with the possibility to be informed about arisen limitations and obstacles so that they could flexibly change and plan their routes.
The information system has various functionalities – announcements about a change in the road situation within real time, information about prohibitions, restrictions, recommended speed, status of the road sections and facilities – whether they are under repairs, possible bypass routes.
LIMA Application is implemented under Project “Development and Introduction in Road Infrastructure Agency of an Intelligent Information System for Provision of Real Time Data to Users of the National Road Network, Inclusive of Feedback to Road Infrastructure Agency and an Active Intelligent Analysis of the Road Situation from a Multitude of Collection Points within Real Time” financed under Operational Programme Technical Assistance 2007-2013 by the European Regional Development Fund.
The Contract value is 901 680 BGN inclusive of VAT. The developer of the software product, selected after procedure conducted in conformity with the Public Procurement Act, is Decart LTD.
