In 2016 the Annual Vignette for Cars Will Be 97 BGN
The government adopted changes in the Tariff on the fees, collected by the Road Infrastructure Agency, by which a new amount of the vignette fees is fixed when making use of the national roads by motor vehicles with Bulgarian and foreign registration in 2016.
The necessity of a change in the amount of the vignettes is a consequence of the critically significant need to provide long-term and predictable financing, aimed at the provision of possibility for the realization of a consistent and sustainable policy in the road sector. At the moment, the revenues from vignettes are insufficient for the maintenance of the road network and even less – for future investments. The strategy for development of the road infrastructure indicates, that the state encounters challenges when financing the construction and the needed rehabilitation of all the existing roads and bridges within 5 to 7 years. This requires additional investment of at least 600 million BGN of annual net revenues.
The amount of the annual vignette fee for passenger cars and freight vehicles of up to 3.5 tons – Category 3, will be increased by 30 BGN in 2016, the monthly – by 5 BGN and the weekly – by 5 BGN. The prices of the vignettes in Category 3 have not been changed since 2008.
The daily vignette fee for a motor vehicle (MV) in Category 1 and Category 2, within which are the heavy-freight trucks and the buses, will be increased by 1 BGN or by 5% from the present amount and will approach the value defined in Directive 1999/62/ЕС – 11 EUR.
The amount of the annual vignette fee for Category 2 „Euro 0, І, ІІ” is determined by a Decree of the Council of Ministers, which is used as a basis for calculation of the amounts of the vignette fees for the other motor vehicles categories with observation of the requirements of the Directive, namely: in the Directive the ratio and the amount of the annual rates for the lower categories of road vehicles (RVs) is 60% of the value and respectively the amount of the rates of the higher categories of RVs.

The forecast is that with the increase of the vignette fees the expected revenues will increase by 73.5 million BGN and will reach about 300 million BGN in 2016.
In 2014 the accrued revenues from vignettes were 224 506 724 BGN, in 2013 they were 222 330 908 BGN and as per the end of October this year they are in the amount of 218 003 955 BGN.
